    Title: 立法院中的議程設定與立法產出(II)

    Abstract: 本研究以第六屆立法院中的法律提案作為分析的焦點，試圖探討立法院與行政院在議程設定與立法產出上的影響力。觀察焦點在於：第一，行政院與立法院在法案的議程設定上，有何特色？第二、行政院與立法院的提案審議進程如何？若一個法案同時有行政院與立法院提案，則進程是否更為順利？第三，在通過的法案上，是以行政院或立法院的意見為主？ 研究結果有幾點值得注意的發現：首先，立法院的提案相較於行政院的提案，通常以提供特殊利益給特定少數人群佔最大多數，且提案的規模大多極小；第二，立法院提案相較於行政院提案較會在審議過程中遭受阻絕；然而若委員提案可以搭上行政院提案的便車，則審議進程會較為順利，同時，若爭議性的法案經過協商，將有助於審議進程的推動，此顯示即使在分立政府之下，彼此對立的政黨與意見不同的立委，仍舊有合作以共同推動立法的必要性與可能性；第三，在通過的法案中，行政院的意見相較於立法院，還是扮演較為重要的角色，但是立法院的影響力已經較過去大幅提昇。
