    Title: 從價補貼 V.S. 從量補貼--三國多家本國廠商的情況

    Abstract: Hwang et. al. (1997) 與楊雅博 (2005) 二文在傳統三國二廠商的貿易架構下，分別在政府的預算限制式以及考慮補貼支出造成的租稅扭曲兩種情況下比較從價與從量兩種出口政策的福利效果。然而三國『兩廠商』的模型架構旨在簡化假設，實際上較貼近事實的經濟體系應是多家廠商的模型架構；況且三國兩廠商的模型忽略配置生產效率的問題，因而導致分析的結果會有所差異。本計畫即在這樣的背景下延伸上述兩篇文獻至三國多家廠商的情況，計畫中初步發現：在廠商的邊際成本為固定常數的情況下，不管政府的預算限制式有無受限，當出口政策為課稅時，從價稅政策會優於從量稅政策；當出口政策為補貼時，從量補貼政策則會優於從價補貼政策。獲致此結果的主要原因在於，儘管從量或從價的出口貿易政策都可藉由影響廠商有效的邊際成本進而影響廠商的生產決策，然而該二項政策對個別廠商 EMC 的影響並不相同；在從量的出口貿易政策下，本國廠商的 EMC 變化的幅度都相同。然而在從價的出口貿易政策下，廠商EMC 的變化因廠商的邊際成本不同而有所差異，而產生所謂的配置的生產效率之問題，就是這個因素導致福利效果的不同。至於需求函數非線性、成本函數一般化以及價格競爭的情況則有待計畫通過後進一步的研究。
