    Abstract: 在過去的二十多年，台灣地區在人口的結構上正走向「高齡化但低生育率」的趨勢。65歲以上的老年人口數占總人口的比例從1981年的4.4%上升至2004年的9.5%；但在同一期間，每位育齡婦女一生平均生育的人數卻從2.5人下降到了僅有1.1人。根據美國人口調查局（PRB）2006年的最新報告，台灣地區之婦女生育率，已與南韓同列為世界最低。低生育率的現象，不僅會影響人口結構的發展，更會造成社會和經濟層面上的問題。因此，世界各國對於低生育水準的現象均希望從不同的角度加以瞭解並予以改善。 Mulder(2006)認為住宅(housing)的擁有與品質對於家庭的消費決策有一定的影響，而生育行為是其中一項。國外學者對此議題日益重視，紛紛利用不同的資料加以探討自有住宅與生育決策之關係，然而國內卻尚未對此問題做一深入之瞭解與分析。因此，本研究冀望能把將傳統的生育模型理論與探討住宅的都市經濟學做一結合，透過國際之間的資料比較、家庭收支調查報告的橫斷面分析，以及本研究所建立的以台灣縣市別為觀察對像所建立的長期追蹤資料(panel data)，逐一來衡量台灣地區自有住宅的擁有對家庭生育的影響程度。本計畫主要的研究課題與目的為以下三點：一、探討自有住宅與生育行為的理論模型；二、衡量台灣地區自有住宅對生育決策的影響程度；三、分析上述結果，並提供我國政府在擬定住宅政策與家庭生育政策上的相關建議。
