    Abstract: OECD於1996年所發表的「知識經濟報告」中指出，以知識為本的經濟(Knowledge-based economy)將改變全球經濟發展的型態，知識的擁有及運用，業已成為生產力之提升與經濟發展的主要關鍵。因此，在知識經濟時代以及資訊社會中，公部門及公共行政學界如何發展出「持續性的競爭優勢」與「獨特的競爭力」，以及能夠發展出迅速有效的回應能力與前瞻性與創新性作為能力，端繫公部門或公共行政學界是否能提出更有佳的知識( Know-why, Know-how, Know-what)，作為處理公共事務的認知及詮釋方式。研究政府部門跨組織間(inter-organizational)的知識管理活動，將符合前述當前理論及實務發展的需求。一方面因為政府各部會目前的分工及作業方式，越發無法滿足性質日趨多元及複雜的社會問題，以及在需要處理各類跨領域(cross-sector)新興事務的情況下，政府業已發展出較為彈性的組織方式及協力模式，作為處理各項新興、非結構化議題的手段另一方面，則是隨著目前資訊通訊技術的發達及「電子化政府」（electronic government）的推動，使得突破組織界限的活動，即跨部會之間的資訊傳遞、溝通協調、協力規劃(collaborative planning)能夠更便捷地運作及實施。同時，在政府部門需要更為精簡的情勢之下，我們可以預期到，未來政府將越發倚賴採取「任務編組」及「臨時委員會」的彈性組織型態，作為處理跨部會及非結構化的複雜問題與新興問題的重要手段。
