    Abstract: 為強化公部門知識管理的成果與績效，解決公部門知識分享的最大障礙- 分享的意願，以發展出有效強化組織成員知識分享意圖的策略與制度；並進一步將知識管理、知識分享與協同合作活動的發展結合，促進各單位間之間協調能力，創造出組織的綜效(synergy)與強化公部門跨組織之間的整合能力。因此，本研究以深度訪談與問卷調查法，瞭解影響公部門成員知識分享意圖之相關因素與過程，將探討組織因素與資訊技術因素對於公部門組織成員知識分享有何影響？以及，組織成員之知識分享意圖對於知識管理的績效有何影響？同時，藉由研究公部門知識分享與組織協同作業的關聯性，分析公部門知識分享對於進行組織的協同合作有何影響藉由分析影響知識分享意圖的相關因素，促成知識分享的進行與知識管理的順利推動，得以有效促進組織內(intra)與組織間(inter-organization)的協同作業之進行，強化政府的互動、協調、合作以及聯合行動的能力與策略，甚至包括跨部門之私部門合產(co-production)或公私協力 (public-private partnership) 的能力與策略，以因應資訊化社會的各方整合需求與網絡化的政策規劃與執行環境。
