    Abstract: 2000 年台灣歷經華人世界首次的政黨輪替，台灣的民主政治邁入全新的時代，以往政務團隊半世紀永續執政的可能性不再，取而代之的是常態性的「陌生人」(strangers)以「政治任命人員」(political appointees)的身分進入政府，扮演「政務領導」(executive leadership)的角色，對於「行政部門」(executive branch)產生全新的意義。未來「新政府、舊官僚」將是政黨輪替下的民主常態，新上任的政務官如何領導官僚體系，以及如何與事務官互動，將是未來政務體系應當面對的重大課題。本研究透過次級資料分析、專家座談、以及深度訪談40 位經驗豐富之政務官與事務官，探索政務事務互動體制以及互動策略等相關議題。研究發現，政務官與事務官的互動介面上，「上級的人事佈局」、「政務官的個人作風」、「團隊磨合與衝突」將會影響到政務官與事務官的互動關係，而消極配合、衝突與積極合作是事務官與政務官在當前的體制下所呈現的互動策略。在體制層面，當前「憲政運作存在的弔詭」、「人才培養與招募」以及「治理經驗的傳承與接軌」將是未來台灣民主社會應當要面對的挑戰。最後，研究團隊試圖建立量化測量工具，作為未來汲取更全面政務與事務互動經驗的基礎。
