Abstract:	台灣在過去戰後半個世紀以來，順利完成工業化，快速提升人民生活水準，創下舉世稱羨的經濟奇蹟。然而台灣在地少人稠，資源匱乏下，如何能在短時間達到先進國家需要一、二世紀才能完成的發展軌跡。人力資源品質的提升是一項重要的關鍵。本文嘗試分析歷年來台灣人力資源發展的演變，其中包括人力教育程度的提升、教育報酬率的趨勢、在職訓練的工資溢酬，以及其與教育的關係，並採用世代的準追蹤資料分析不同時期不同教育程度的勞動供給與需求的可能變化，配合教育報酬率的變化趨勢，以檢測其是否造成不同時期產業結構的轉變與新興產業的興起。換言之，是否因為有充份高素質的人力資源乃能適時的支援必要的產業結構轉型。本研究也將評析九年義務教育的政策效果。本研究的結果將有助於進一步瞭解人力資源在台灣經濟發展的貢獻，並可以此經驗供其他開發中國家追求經濟成長的政策參考。
