    Title: 台灣地區住宅存量與住宅價格之動態調整：失衡模型之應用

    Abstract: 在過去的三次全國性戶口普查(1980、1990、2000)當中，我們看到台灣地區住宅空屋率分別高達(12.65%、13.16%、18.19%)。雖然林祖嘉等(1994)與彭建文(2004)估計台灣有很高的空屋率，但我們仍不能否認台灣住宅市場的二個主要現象，即住宅市場的長期失衡與住宅市場的調整速度很緩慢。然而，國內關於住宅市場的相關研究大都是在傳統均衡模型下來分析，而在台灣住宅市場失衡情形如此嚴重的情況下，均衡分析方式是否妥當？其估計結果是否正確都令人感到懷疑。因此，本研究擬先利用DiPasquale and Wheaton(1994)與Riddle(2004)的方式，建立一個簡單的失衡模型(disequilibrium model)，然後再假設一個部份調整模型 (partial adjustment model)，接著再把兩個模型合併成為一個可供估計使用的計量模型。本研究擬採用台灣地區住宅市場1970 到2004 年的年資料，來估計上述的失衡模型下的供給、需求、與調整速度。我們除了可以得到相似於傳統估計的住宅供給函數與住宅需求函數以外，更重要的是，我們還可以估計到住宅存量的調整速度與住宅價格的調整速度，從而可以解釋為什麼台灣的住宅市場會出現長期失衡的現象。本研究的發現不但具有重要的學術意含，而且也有很重要的政策參考價值。
