    Abstract: 關稅是最廣為各國使用的貿易政策。基於保護本國經濟的原則，一國政府應該審慎地評估此政策對於國內整體福利的影響。此問題在文獻上所得到的共識是，關稅保護政策在彈性匯率制度之下會造成本國經濟的減緩；但在固定匯率制度之下則會刺激本國經濟 (Krugman (1982))。不過，絕大多數的研究對於行為的刻畫並不是基於個人效用極大化；並且是在小型開放經濟體系的架構之下來討論。此模型的主要弊病便在於無法對福利有精確的衡量，亦缺乏國際間風險分攤的機制。本研究採取一個包含個體基礎 (micro-foundation) 和物價僵固的兩國模型，來衡量在不同的名目僵固性與匯率制度之下，關稅制度對兩國總體經濟造成的影響。此研究將採取兩種不同的名目僵固性與匯率制度：生產者貨幣定價 ({Producer-currency pricing，PCP) 和消費者貨幣定價 (Local-currency pricing，LCP)，彈性匯率和固定匯率制度。因為不同的僵固性與匯率制度會改變國際間風險傳遞的機制，亦即整體經濟的短期反應，此研究將特別討論未預期永久性關稅施行之後總體經濟的動態調整。此研究計畫之研究重點如下： 1. 評估關稅政策在不同名目僵固性與匯率制度下造成的總體經濟變動。 2. 探討關稅施行之後，不同狀態下的動態差異。 3. 評估關稅在不同狀態下對於福利所造成的影響。
