    Abstract: 農地管理制度於建立後必須加以執行，否則該制度之建立並無太大意義。而農地管理制度係由中央政府所建立，並委由地方政府執行。制度執行的結果，將受到地方政府執行者之行為的影響，而執行者之行為則受到工作配置、績效的可衡量度及誘因機制的影響。中央政府認為長期以來，地方政府執行人員對農地管理之執行偏向消極保守，欲透過農地管理績效機制予以獎勵。惟此一機制只考量誘因，未考量工作設計(job design)問題，且看的是整體績效，忽略了個別任務間的交互作用下之為替代(substitutability)或互補(complementarity)關係，容易形成誤導，將難有好的農地管理之執行，而不易達到維護整體的農地生產環境之目標。由於上述之主客觀的認識，本研究擬基於代理理論(agency theory)之多重任務委託代理(multitask agency)之觀點，探討農地管理制度執行之相關課題，主要研究目的有二： 1.探討執行者各執行任務間的相互關係及其誘因的配置，並找出農地管理制度執行的關鍵問題。 2.提出農地管理執行之工作設計與誘因機制設計之參考方向，以改善當前農地管理制度消極執行之困境。
