    Abstract: 本研究第一年主要是針對台灣地區都市蔓延與環境之關聯性，第二年之之重點在於以台北都會區為例探討都市蔓延所產生之土地轉用對於自然環境以及交通旅次增加對環境、能源增加所產生之衝擊。根據前兩年之研究結果，以明瞭台灣地區及台北都會區都市蔓延及運輸型態改變對環境變遷之影響，第三年將進一步探討台灣地區都市土地使用、運輸與都市蔓延之因應對策為主，已達成都市永續經營之目的。由歷年非都市土地使用變更資料顯示，政策法令之變更會產生結構性之變遷（structural change），Wu and Cho (2007) 對美國西部各州(Western United States)所作之研究，亦發現地方政府之土地使用及開發管制對都市發展及蔓延有顯著性之影響，其中又以開發策略(Development Guideline)、經濟誘因(Incentive– based land use policies)、財產權取得(property acquisitions)最有效果，而土地使用分區管制(Zoning ordinance)之效果並不顯著。台灣地區以往的土地使用規劃及變更是由政府所主導；近年來，由於經濟繁榮及都市快速擴展，導致民間對土地需求日益殷切，隨著「農地釋出方案」及相關法令之訂定，引進開發許可制之精神，因此土地使用變更機制已由以往的政府主導變更，漸進為民間亦可提出變更申請。如何建立一套符合永續發展及經濟發展之土地使用計畫制度實為迫切之工作。因此第三年則根據前兩年之結果，應用制度經濟學探討現行都市及非都市地區土地使用變更使用之法令政策變遷及其對都市蔓延及交通建設開發之影響，進而對環境之衝擊；並以環境經濟學、都市永續性指標建立土地使用變更機制之模型，最後以STELLA模擬各種情境對都市蔓延及環境變遷之影響。
    After we investigate the relationship between urban sprawl and environment quality for the first and third year research, the third year project will be emphasized on the policy and regulation of land transformation of agricultural, wet, forest land use. This is because of the demand of urban land use, such as residential, commercial, industrial and infrastructure, and the transportation facilities. This transformation not only erosion the land resource but also depletion the energy, creation the pollution (Camagni、Gibelli and Rigamonti, 2002). According to the past transformation of land use, the policy can create a structural change. The development guideline, incentive-based land use policies, property acquisition can influence the land use transform, the zoning ordinance has less effective to land use transformation. (Wu and Cho, 2007) Therefore, the third year project will apply institutional economics to evaluate the Taiwan’s land use policy. Then environment economics and urban sustainability index will be applied to build a land use model and STELLA will be used to simulate different scenario to understand the impact of different policy to urban sprawl and environment change.
