    Title: 不動產估價師部分調整行為之研究

    Abstract: 金融海嘯席捲世界造成重大傷害，突顯出經濟景氣循環中繁榮階段的過度樂觀與泡沫化以及對估價平滑評判的再省思。過去探討估價平滑之相關文獻多以總體資料探討估值指數變異數小於交易資料指數變異數而判定估價具平滑現象並尋求去平滑的方法，或將該現象之產生歸因於估價師「未能」確實掌握市場變動，甚少由個別估價資料觀察。此未經深入認知而一味去平滑，恐有討論空間。本文基於重複觀察估價資料的可取得性，以REITs 信託資產之重新估價案例為研究對象，利用相關分析檢驗辦公室租金復歸情形，並利用Chow test 檢定重新估價變動趨勢與租金復歸的差異性；其次，運用 Quan-Quigley 部分調整模型，以迴歸分析衡量估值與當期市場價格和前次估值之關係，實證估價師重新估價之調整策略。在台灣，REITs 目前仍在初始發展階段，不動產資訊透明度僅屬半透明。澳大利亞是近幾年全球不動產資訊透明度平均最高的地方，擁有亞太地區最大且發展最成熟的 REITs 市場。其於信託資產價值的揭示，雖不若台灣有法規加以強制規範，但基於市場需求仍每年定期公告公平價值（fair value）。最後，本研究期望藉由Chow test 結構性差異檢定方法檢視不同不動產資訊透明度國家的部分調整行為差異，將分析結果提供決策參考。
