Title:	中國作為逐漸開放經濟的人民幣匯率：短期解決方案與長期的戰略

Abstract:	本研究計畫首先討論人民幣匯率問題的兩個理論架構：「不可能三位一體」鐵則與國際收支危機模型。在這些理論基礎上，本研究計畫闡述中國外部經濟失衡與三類主要記量經濟模型估算的人民幣均衡匯率，包括購買力評價、實質均衡、及國際收支均衡。然後，本研究計畫討論因為外部經濟失衡所造成的中國內部經濟失衡狀況。再者，本研究計畫評估中國解決外部與內部經濟失衡的政策。最後，本研究計畫將提出人民幣匯率問題的建議。在長期而言，中國必須改變它的匯率體制為完全浮動匯率制度或貨幣聯盟。然而，中國目前開放完全浮動匯率制度的時機尚未成熟，因為會造成中國的脆弱金融體系匯率過高(overshooting)或過低(undershooting) 變動，造成整體經濟發展巨幅波動衝擊。另一方面，貨幣聯盟應該不會是像中國這麼大的經濟體之優先選項；因為如此做，中國必須放棄貨幣政策自主權。在短期而言，在中國資本帳管制漏洞不斷擴大與美元對其他主要貨幣在過去三年持續走弱的情勢下，中國必須回應內部與外部經濟失衡的狀況。不過，中國決策者對於大規模匯率升值有兩大關切，擔心匯率升值會造成通貨緊縮和降低出口競爭力。本研究計畫將考慮這些關切，並且建議中國政府採取務實的方式解決當前匯率的難題。
