Title:	後社會主義國家與社會關係的重構：中國大陸城市基層政權街道辦事處的改革研究(I)

Abstract:	本研究為兩年期的計畫，第一年的主要工作為蒐集相關資料並對若干街道辦事處個案予以建檔，同時觀察日益增加的城鄉抗議事件中的基層社區。中國大陸城市基層政權組織似已產生變化，近年來業委會的出現對於基層政權中的街道辦事處與自治性的居民委員會形成權力競爭，並對於基層治理構成挑戰。有些地方政府甚至研擬相關法令，企圖將業委會納入街道辦與居委會之下加以管理。就此而言，由於房地產對於一般居民的重要性，使得業主維權在中國大陸住房改革過程中，意外成為一股由下而上的力量。在國家與社會關係方面，由於經濟持續發展與人民維權意識上升，逐漸由「強國家弱社會」轉型為「強國家強社會」模式，但基層政權中的社區發展，政府介入仍是相當重要的影響因素。本研究亦發現經過試點而逐步推廣的「鄉財縣管」改革，出現某種程度的財政權上收的趨勢，亦即國家的角色並無減弱的跡象，而主要是因為經濟發展（下層建築）的變易而造成治理方式的變遷。
