Title:	中共與國際核防擴散建制：抗議／動員與學習／說服

Abstract:	本研究主要以中共與國際核防擴散建制的互動關係為主體，就第一波社會建構論的相關研究未能明確針對有關能動者何以遵從國際社會規範之問題進行補強之工作，也就是將過程與能動者作為研究之焦點，運用決定能動者遵從國際規範的兩大因果機制：抗議／動員以及社會學習／說服兩項。前者包括非政府組織的能動者以及非國家能動者與政策網絡之動員；後者則以社會學習機制為主，亦即透過複雜學習的論點，尤其是所謂之議論式說服來彌補學習理論在遵從研究之不足。本研究所指之國際核防擴散建制包括國際條約一如「核不擴散條約」（Nonproliferation Treaty, NPT）、「全面禁止核試驗條約」（the Comprehensive Test Ban Treaty, CTBT）、國際組織一如「國際原子能總署」（International Atomic Energy Agency, IAEA）、國際出口管制建制一如「桑格委員會」（Zangger Committee, ZAC）和「核供應國集團」（Nuclear Supply Group, NSG），以及中共國內相對應之核出口管制相關條例。
