    Abstract: 本研究的目的為發展出一套結合民調與人口調查資料的多層次二元勝敗迴歸模型，評估次層級（例如縣市相對於全國、鄉鎮相對於縣市）的各種民意。初期將先以選舉預測為探索性研究(pilot study)。首先將全國人口分成各個階層，根據貝式定理，利用少數的全國性個體樣本輔以區域總體特徵解釋每一種人口階層的投票的意向。其次，配合人口普查資料得知各區域（或次層級）中人口階層的分怖，預測各區域或次層級的行為與態度，例如全國每一縣市的政黨得票率。本研究的資料來源為政大選舉研究中心在2004年總統大選之前所執行的電話訪問民調資料（NSC 92-2414-H-004-020）。該電話訪問自2003年十一月二十二日開始執行，而以最為關鍵的選前六週為主要使用資料，約有三千筆資料。另外我們使用2000年的人口普查資料，根據每一縣市的性別、教育、年齡等比率，可以出計算每個類別的分層比率，供模擬資料之用。我們預期這套模型可以延伸至其他的心理態度以及公共政策評價，例如政黨認同、施政滿意度、對社會福利及地方建設之需求與選擇等等。模型可延伸為多項式分佈(multi-nomial logistic regression model)或者是其他類型的分佈，視依變項的需求而定。在這個模型的模擬協助下，全國性的調查將可以充份運用到地方政治，以解決許多地方政治的研究問題。
