    Title: 台灣民眾政治信任的起源及其政治後果

    Abstract: 民眾對於政府的信任與支持，是威權政體或是民主政體政權合法性來源的重 要基礎。不過，在民主國家，由於民眾在定期改選中，握有決定政權是否繼續執 政的選票，因此，民眾是否信任特定政府以及是否繼續在選舉中給予支持，攸關 一個政黨能否繼續執政。而長期對於「任何」執政黨失去信任的民眾，不但對於 現有體制會產生疏離，更有可能進一步採取暴力或是激烈的手段，推翻現有體 制。因此，在民主國家，民眾對政府的政治信任與支持，給予政黨繼續執政的機 會，而對現有體制的信任與支持，給於該政體能夠運用和平的方式，移轉政權。 政治支持對於民主國家的重要性，不言可喻。 本研究希望針對民眾政治信任的起源及其政治後果後管加以分析，運用電話 訪問的方方式，詢問民眾對於我國總統府、行政院、立法院、司法院、考試院以 及監察院的信任程度，以及對於中央、低方行政官員以及中央與地方議員的信任 程度。此外，本研究將從政治決策的程序的開放性（process equity）以及程序的 效率性（process efficiency）著眼，配合民眾對於各主要政府以及立法機關施政 表現的滿意程度，探討民眾政治信任的可能緣起。此外，民眾的政治信任是否會 影響他們對於民主政體的評價，也是本研究所關注的焦點。因此，我們將進一步分析，民眾對於政治機構的信任高低，對於民眾對於民主體制的支持程度高低之間的關聯性。
