Abstract:	本書目的是證明中共菁英政治確實出現制度化趨勢的存在，並解釋這種趨勢出現的原因。從過去二十五年的歷史來看，中共菁英政治確實出現制度化趨勢。具體表現在「權力遊戲規則與慣例的累積」、「領導人階梯式生涯發展規律的演進」、「集體領導運作與職務分工規律逐漸出現」、「最高決策機構日趨明確，老人政治影響力降低」等方面。1990年代中期以後，中共領導人的權力來源、權力格局出現轉變，明顯不同於1980年代。這種本質性變化導致制度化開始朝黨和國家領導人層級發展，突破原本侷限在省部級幹部的範圍。
