    Abstract: 研究有實踐及理論探索兩大部分。先是通過行動研究,在八八水災重災區的一個原住民社區(台東縣大鳥部落)讓在地居民與政大傳播學院師生協力打造一個數位社區傳播,以數位傳播工具及公共網路平台記錄下災後社區/家園重建、原民(排灣族)文化搶救及傳承的過程,其次,以參與式觀察、深度訪問等方法,觀察、探索部落居民在「做中學」之社區傳播參與及行動中,彼等對傳播公民權中媒介近用(media access)的實踐經驗,以及在社區/族群及文化認同上的自我賦權(self-empowerment)過程及意義。
    This project addresses both theory and practice of communication studies. The first experimental part is an action research in which the research team of College of Communication at National Cheng-Chi University will work with an aboriginal group in Big Bird Tribe of Tai-Tung County, Taiwan, to build a digital communication model in that community. The participants from the tribe will be asked to use digital communication tools to document the rebuilding of homeland and the rescue and passing-down of Pai-Wan aboriginal group’s cultural heritage after the ravage of devastating Typhoon Morakok. The production of this action research will be digital stories and narratives that could be accessed through public forums on Internet. The second theoretical part of this research is to investigate how the idea of “media access” has been applied and what’s the role of “self-empowerment” played in cultural identification of this aboriginal community, including its process and meaning. The research methods used in this part include participatory observation and in-depth interviews during the process of the aboriginal people’s learning to participate and engage in community communications.
