    Abstract: 本研究從環境傳播與常民的風險感知論述角度出發,以兩個持續發生、存有不確定 性、但在新聞顯著性或爭議性有別的特定環境風險議題為例,試圖探討以下三大研究問 題:(1) 相關新聞論述是如何呈現、展開的?有何特色?其在媒體中的再現消長情形為 何?此再現特色與消長過程是否會因議題顯著或爭議性之別而異?(2)議題的新聞建構 中,哪些框架被凸顯於聞媒體報導中?這些框架的競逐情形如何?是否會因時間而變 動?這些框架化特色是受到哪些因素或機制影響?新聞工作者與消息來源間的互動又 扮演何種角色?上述框架化過程是否也會因議題顯著或爭議性之別而異?以及(3)常民 對特定環境風險議題的感知、相關知識與信念為何?是否會依時間演進而變化?這些相 關的環境風險意識如何在其日常生活中產生意義?而此環境風險產製的社會脈絡與實 踐行動又為何?是否會因環境議題顯著或爭議性之別而異? 本研究的資料蒐集兼採質性與量性方式,包括檔案與文獻檢閱、相關論述彙整、常 民焦點團體訪談、關鍵事件新聞內容與框架分析、環境與地方新聞記者以及議題公眾代 表親身訪談、兩波公眾電話調查等。
    From the perspectives of environmental communication and lay perception of risk, this study aims to analyze and compare two environmental risk-related issues, as varied by the extent of news salience or controversy, regarding the following three groups of research questions: (1) How have the issues been represented in the news media? What are the features of the news attention cycle of each issue? How are the two issues different from each other? (2) How have the issues been framed in the news media? What are the mechanisms shaping the news framing process? How do different frames compete with each other? What roles have the source-journalist relationships played in news framing? How are the two issues different in terms of the foregoing questions? (3) What are the lay perceptions, knowledge, and relevant environmental beliefs of the two issues? Do they vary by time and issue attention cycle in the news? How does the issue-related risk awareness make sense and generate meaning in the everyday lives of lay people? How is the risk awareness related to the social contexts and people’s actions and practice? How are the two issues different in terms of the foregoing questions? Data collection methods in the three-year study are both quantitative and qualitative, include document and literature reviews, focus group discussions with lay public, content analyses and framing analyses of relevant news stories from China Times, United Daily News, Liberty Times, and Apple Daily, two-wave nationwide telephone surveys, as well as personal in-depth interviews with stakeholders, issue experts, and journalists.
