    Abstract: 目前全球數位電視發展先進國家包括美國、日本、韓國、澳洲與歐洲地區，考量數位產業發展趨勢以及消費者需求動向，皆已開播高畫質電視（HDTV），根據IN-STAT/MDR統計，2004至2008年HDTV的年平均成長率，連亞太地區都達到131%，顯示視訊服務數位化進程中，HDTV作為推動發展之重要元素與其市場趨勢。我國推動HDTV發展，主要由新聞局委託財團法人公共電視文化事業基金會（以下簡稱公視）執行「公共廣電與文化創意及數位電視發展計畫」（以下簡稱公廣計畫）。其中「高畫質電視與第二單頻網建置計畫」，於97年5月正式展開台灣第一個在數位無線廣播電視平台頻道－HiHD的試播。 總結「公廣計畫」具體執行成效，截至97年底主要包括：97年5月16日高畫質電視頻道開始在北、高兩地區試播，每天播出十六小時節目（試播期限延長至99年5月15日），並於97年8月8日至24日奧運期間，以高畫質訊號轉播體育賽事，而補助製作高畫質節目，目前累計達612小時，其中29部完成製作並播出，另23部節目則預計98年底前陸續完成製播。至於，DVB-H實驗試播，96年9月取得北區DVB-H實驗試播執照後，於97年完成試播，97年11月發表實驗成果。 事實上，檢視「公廣計畫」執行進度，發現落後的情形。截至98年5月底，新聞局針對整體計畫執行情形進行98年中長程個案計畫效益評估啟動會議指出，以「實際進度」對照「預定進度」，落後3.88% 對於「公廣計畫」執行進度落後，公視提出預算審議凍結波折，以及第2單頻網頻率核配政策未定等理由，然而，即便新聞局提出修正，調整「公廣計畫」執行時程及經費預算等，至今仍未見改善，顯見該計畫目標之達成性與執行策略之妥適性值得檢討。本研究主要針對「公廣計畫」執行進度延宕之關鍵原因、執行困難深入檢視，並提出後續執行方向與改善重點，以作為我國發展高畫質電視之政策建議。
    To move into digital environment, GIO initialized the “Public Broadcasting, Cultural Creation and Digital TV Development Plan” with Public Broadcasting Service Foundation (also known as TBS). The project planned to construct HDTV delivering platform to establish digital audio-visual archive to build Second Single Frequency Network and to develop DVB-H platform. The entire project was developed due to numerous causes. This research is to verify those causes and their true impacts on the project. The contingent plans to solve these impacts are also included. To provide suggestions for the next phase of the project is the major goal of this research after learning the problems and difficulties.
