Title:	壽險業準備金評估方法之國際發展趨勢研究

Abstract:	本計畫案的研究內容主要分為四大部分。第一部分是搜尋並整理文獻資料。我們將針對壽險業之準備金(負債)公平價值計算為主題，蒐集相關資料(包括學術界的理論作法、歐盟Solvency II、瑞士SST、IFRS 4和IAIS等監理作法)，並進而確認哪些國家已經開始要求壽險公司採用公平價值法來計算準備金，且是以何種方式來評量。第二部分，是設計準備金公平價值的計算方式。這將根據台灣與相關的海外金融市場，來設計投資保險商品準備金之公平價值的計算方式。第三部分，是實證資料的試算。我們將試算我國壽險業市場上附保證機制之變額年金型態保險商品準備金的公平價值，並根據研究結果，作數張保單的比較，檢視差別有多大，再以比例關係推估整體準備金的可能差異。第四部分，最後我們提出在隱含價值計算時之注意事項。此部分我們將蒐集並釐清隱含價值（embedded value）、歐式隱含價值（European embedded value）及與市場價值俱一致性的隱含價值（market consistent embedded value）之計算技術，進而列示出我國精算人員未來計算公平價值時所應注意的事項。以上整體計畫預計十二個月完成，計畫期間的前三個月為搜尋並整理文獻資料。
