Abstract:	芬蘭的競爭力表現與創新系統在近來受到許多的矚目與報導，但是對於其整體國家創新系統的細部運作機制，卻缺少深入的理解。除了體制與機構的認識之外，少有細部的著墨。因此，在經過廣泛的資料蒐集整理與田野調查之後，本文希望提供不同的觀點來檢視與介紹芬蘭經驗，尤其是芬蘭在對於未來創新前瞻的策略規劃與建構，以及在科學、技術與創新政策的系統運作與專案管理等重要制度上，希冀能提供我國在相關STI 運作與政策制訂上之參考。本文以下仍先針對芬蘭的國家創新系統進行簡要的體制與機構介紹，再分別對於芬蘭科學技術與創新政策運作機制之特殊之處或特色進行說明。最後討論部分由政府中介角色檢視政策之理性，以及知識管理的觀點探究整體國家創新系統之運作。並提出值得台灣借鏡之相關建議。
