Abstract:	本計畫是兩年期的計畫，第一年已從數位網路討論和建立以下的數學模型。受限於packet switching 原有的特性，有三大品質問題為目標函數： long delay time, jitter, packet loss。參考近年來的QoS (Quality of Service)研究，絕大多數著重於研究既有的數據服務QoS，其品質管理偏重頻寬之管理，並不適用於欲提供全面性服務之整合性全數位網路。第二年計畫將討論如何找出一個好的數位隨機網路的管理方法，針對各種應用服務的各種品質需求參數提供適當的資源分配與管理，此方法不同於過去只針對頻寬進行管理，而是以預先建立數據資料矩陣和 Budget- Based 的觀念，用端對端(End-to-End) QoS 做最佳規劃。
