    Abstract: 冷戰期間的「信心建立措施」（confidence-building measures），雖然對東西集團軍事對峙局面有一定程度的緩解作用，然而卻只是一個埋藏在限武談判之後的非正式手段，對於陷入區域代理戰爭的小國家來說，實現信心建立措施確有困難。國際公法對和平解決國際爭端的方式固然重要且為人週知，然而更需要注意和擔心的技術性問題有談判的過程、障礙、談判者的心態、解除爭議的方法、可以接受調解的議題、可以做出的讓步等。在解決尼加拉瓜（加上稍後的薩爾瓦多和瓜地馬拉）內部衝突之中，美洲國家組織和聯合國在當事者雙方正式進入談判之前，適時擔任了掮客和規範者的角色，對動亂國家內戰的和平解決，具有實質的效用。此外談判前和平氣氛的塑造，避免敵對雙方一觸即發的緊張狀態，亦對衝突緩解有實質的幫助。實際上，後冷戰時期聯合國在拉丁美洲的七次維持和平行動，皆集中在中美洲和加勒比海，也就是美國的傳統後院。除了初期維和行動涉及較為廣泛的中美洲區域安全與和平外，餘則與個別國家的內部衝突與內戰問題有關。聯合國在中美洲的三次維和行動，包括了聯合國中美洲觀察團ONUCA (1989-1992) 、聯合國薩爾瓦多觀察團ONUSAL (1991-1995)、聯合國瓜地馬拉查核團MINUGUA (1997 年1 月至5 月)。聯合國在加勒比海的四次維和行動，則集中在海地一個國家，分別為聯合國海地行動UNMIH (1993-1996) 、聯合國海地支持行動UNSMIH (1996-1997)、聯合國海地過渡行動UNTMIH (1997 年8 月至11 月)、聯合國海地平民警察支持團MIPONUH (1997 年12 月至2000 年3 月)。
    依據我國學者王振軒的說法，聯合國維持和平行動是指在聯合國安理會授權下，使用非武力方式，協助衝突各方維持和平、恢復和平，最終實現和平的一種行動。實際上維和部隊在內戰或天然災害之後的任務執行當中，亦從事人道救援的工作。本研究計畫觀察後冷戰時期聯合國在拉丁美洲的七次維持和平行動，發現這些和平行動皆集中在中美洲和加勒比海，也就是美國的傳統後院（backyard）。除了初期維和行動涉及較為廣泛的中美洲區域安全與和平外，餘則與個別國家的內部衝突與內戰問題有關。聯合國在中美洲的三次維和行動，包括了聯合國中美洲觀察團ONUCA (1989-1992)、聯合國薩爾瓦多觀察團ONUSAL (1991-1995)、聯合國瓜地馬拉查核團MINUGUA (1997 年1 月至5 月)。聯合國在加勒比海的四次維和行動，則集中在海地一個國家，分別為聯合國海地行動UNMIH (1993-1996)、聯合國海地支持行動UNSMIH (1996-1997)、聯合國海地過渡行動UNTMIH (1997 年8 月至11 月)、聯合國海地平民警察支持團MIPONUH (1997 年12 月至2000 年3 月)。According to Chen-shueng Wang, a Taiwanese scholar, the U.N. peacekeeping activities signifies the use of non-violent means under the authorization of the UN in order to help the parts in conflict to maintain, recover the peace and finally make the peace a reality. In fact, the peacekeeping forces assume the humanitarian assistance in the civil wars and natural disasters too. In this study, the author studies the seven peacekeeping activities of the UN in Latin America in the Cold War era and has found out that theses actions have been concentrated in Central America and Caribbean, the backyard of the United States. Except the first activity related to the security and peace of Central America region, most of them was about the internal conflicts and civil wars of the countries concerned. The three UN peacekeeping activities in Central America were ONUCA (1989-1992), ONUSAL (1991-1995), MINUGUA (January-May 1997). Those in Caribbean were all in the same country Haiti: UNMIH (1993-1996), UNSMIH (1996-1997), UNTMIH (August-November 1997) and MIPONUH (December 1997-March 2000).
