    Abstract: 本研究為3 年期個別型計畫。只再透過區域經濟整合與地緣
    經濟途徑檢視俄羅斯與台灣在國際區域經濟組織亞太經合會
    （APEC）框架下進行交流合作之可行性與特色。
    俄羅斯於1998 年成為亞太經合會成員國，而2012 年俄羅斯
    擔任APEC 領袖高峰會輪值主席。該會議安排於俄羅斯遠東地
    區海參崴附近海域俄羅斯島舉行。俄羅斯加入亞太經合會，
    帶給亞太各國廠商赴俄投資和擴大對俄貿易的經貿誘因。
    第一期計畫旨在探析臺俄雙方參與亞太經合會的動機、過程
    與互動模式。本期研究目的涵蓋3 個面向：（1）瞭解俄羅斯
    參與亞太經合會的動機；（2）掌握俄國參與亞太經合會的發
    展脈絡；(3)歸納出俄羅斯參與亞太經合會的特色及其影響因
    素。
    從1998 年俄羅斯成為亞太經合會成員國，到2012 年俄羅斯
    擔任輪值主席國，期間歷經2 次世界金融危機、3 位總統接
    續更替。這段期間，APEC 提供俄國3 位領導人拓展俄國在亞
    太地區國際空間的平台。因此，第二期計畫旨在探析俄羅斯
    如何透過亞太經合會的機制，尋求俄羅斯的發展空間。本期
    研究目的涵蓋下列3 個面向：（1）整理分析俄國媒體對於俄
    羅斯參與APEC 的評論；（2）瞭解普欽和梅德費杰夫兩任總
    統亞太政策的異同；3）歸納俄羅斯於亞太地區之戰略利益考
    量。
    本研究第三期計畫則在於檢視俄羅斯與台灣在亞太經合會上
    的合作交流的實踐，探討雙方互動的特色與前景。本期計畫
    將涵蓋下列3 個面向：（1）俄台在APEC 機制下合作交流的
    實踐；（2）俄台雙方產業的互補特色；（3）俄台經貿交流
    的前景與侷限。
    Russia became a member of the Asia-Pacific Economic
    Cooperation (APEC) in 1998. Furthermore, in the year
    of 2012 Russia will hold the APEC＇s summit in the
    Vladivostok city of Russian Far East region. APEC is
    one of the most important Asia-Pacific regional
    economic organizations.
    Russia＇s participation in APEC activities has raised
    Russia"s visibility in the Asia-Pacific region, and
    made apparent that Russia is an integral part of the
    Asia-Pacific community.
    This research intends to analyze the features of
    Russian participation in APEC activities. The main
    goals of this research project are to examine the
    motivation and process of Russia＇s participation in
    APEC.
