    Abstract: 國民中小學擇校政策備選方案規劃與可行性評估之研究:模糊德菲法與分析網絡程序法之應用摘要擇校政策在美國及其他先進國家主要作為促進學校表現、績效責任以及實現教育機會公平的教育改革手段。根據OECD的統計資料,越來越多的先進國家領取政府補助而就讀K到12年級的私立學校學生人數的統計上急速成長,顯示世界各主要國家越來越強調擇校的重要性。反觀我國,目前的擇校政策多處於實驗階段,且擇校政策的選擇方案相較於外國較不足。換言之,國內雖已有擇校政策的事實,但缺乏明確的政策規劃與評估。是以本研究透過探討國外擇校政策的實際作法,以建構適合國情的擇校政策備選方案;並採用模糊德菲法(Fuzzy Delphi)以及分析網絡程序法(Analytic Network Process) 針對國民小學擇校政策之相關政策利害人作意見調查,以了解其對實施擇校政策各備選方案之可行性意見;最後,根據研究調查結果,提出擇校政策建議,俾供有關教育行政機構決策之參考。
    Construction and Feasibility Assessment of School Choice Policy : Application of Fuzzy Delphi and Analytic Network Process Abstract In America and other developed countries, school choice serves as a measure to promote school performance, accountability and educational equity. According to the statistics from OECD, more and more funds are distributed to private school students of K-12 among developed countries around the world. It suggests that school choice has gained lots of attention nowadays. As for Taiwan, the conception of “school choice” is just at its very beginning and not well fully developed. Therefore, by means of Fuzzy Delphi and Analytic Network Process, present research aims to make a comprehensive survey of stakeholders about their opinions of school choice policy feasibility. Based on survey findings, suggestions are made for authorities’ reference.
