    Abstract: 本研究是「大陸國務院機構改革之研究（1978-1998）--政府再造觀點的探討」（國科會計畫編號NSC89-2414-H-004-019-）、「波蘭、匈牙利、中共機構改革之研究：比較觀點」（國科會計畫編號NSC 89-2414-H-004-045）、「中國大陸市場轉型時期府際關係之研究-中央與北京、上海與廣東政府之個案」（國科會計畫編號NSC 92-2414-H-004-025-）之後續性研究。本研究時程為期一年。主要研究珠江三角洲之廣州、深圳與香港之府際關係。本研究之重要性在於中國大陸區域經濟快速發展與成長已成為舉世矚目之焦點。尤其是珠江三角洲之發展涉及相關省級與市級政府之互動與協作，存在著既合作又競爭之關係，如何以府際關係與「競合」（co-opetition）博弈觀點，解讀市場經濟轉型中區域經濟中政府角色與行為，實為當前重要之研究課題。本研究主要假設為：（一）市場經濟轉型過程中省級與市級政府，存在非單一面向之「競爭」或「合作」關係，而是動態變遷之「競合」過程；（二）地方政府府際關係橫向發展將強化區域經濟發展自主性，以及蓄積與中央政府較強的博奕能量（三）中共新政治菁英甄補與區域發策略之調整，將牽動珠三角各級政府間之競合態勢與府際關係變遷。本研究主要關注的焦點議題包括：（一）在市場化轉型下，珠江三角洲之廣州、深圳與香港之府際關係動態變遷呈現之特質、結構與變遷取向；（二）中共「十六大」新政治精英對區域經濟發展策略效應，珠三角區域經濟發展中之府際與競合關係，產生何種互動與影響（三）針對府際關係與競合理論，與珠三角實證研究分析進行對話，期能印證相關理論的適用性，並做出必要之理論修正。
