    Abstract: 1989 年成立的亞太經濟合作會議(Asia-Pacific Economic Cooperation, APEC)將於2009 年邁入第二十週年。APEC 的成立與發展,與國際經濟局勢和美國之主導息息相關。二十年來亞太地區國家勢力消長,變化頗多。目前以中國為主的東亞主義勢力逐漸成形,在一定的程度上降低了以美國為首的亞太主義的重要性。APEC 面臨一個崛起的中國及逐漸失去優勢地位的美國,APEC 的發展面臨新的挑戰。本研究針對目前國際上有關「權力轉移理論」(power transition theory)的適用性並作出修正,基本的假設有二:(1)當體系中劣勢國家與優勢國家的權力差距縮小,或是轉為劣勢的國家對於現狀不滿意時,傾向爭取同盟,保障其原有的地位;(2)兩個擁有共同利益的國家之間發生權力優勢轉移,由劣勢轉為優勢的國家,會因利益上的考量而繼續支持先前兩國間成立的制度與安排。本研究將深入探討美國與中國主導區域貿易發展過程中的反應與策略,以進一步釐清APEC 區域集團發展的前景。
    After nearly 20 years of U.S. dominance, the balance of power in the Asia-Pacific Economic Cooperation (APEC) is shifting. The United States’ influence is declining relatively to China’s ascent. This paper attempts to improve the power transition theory based on the shift balance of power in the APEC institution. The key hypotheses are: 1) new alliances are likely to occur when the subordinate and preponderant powers are at near parity and are dissatisfied with the status quo relationship; 2) the development of regional economic cooperation after a power transition between two satisfied powers improves because the formerly less powerful country has a vital interest in not only maintaining but also furthering and institutionalizing the arrangements that it believes to have contributed to its rise. By exploring the policies and strategies of the US and PRC toward the process of APEC development, this study tries to explain the behavior of dominant power and declining hegemony as well as to rationalize the nature and development regional economic cooperation based on the new improved power transitional theory.
