    Abstract: 本研究計畫的主要目的,在於探究歐洲聯盟在對內與對外運用有助於形塑具本身角色特質的特殊工具,以建構特殊的集體身份認同的歐洲統合進程中,歐洲的區域主義如何與歐盟的區域間主義相互作用與影響,而歐盟與東亞的關係,則是檢驗區域間主義的主要案例。歐洲統合進程的規範性權力與角色的建構,同時依賴學理的論述與政策的實踐。歐洲統合進程在內部與對外互動過程當中,進行本身特殊角色特質的建構工程。就內部的區域主義成形過程來看,歐盟的特殊角色特質超越一般所認知在國家層級的身份認同,亦即是在區域層次上的身份認同建構。參與歐洲統合的會員國與準會員國無論是志願或非志願地藉由在政策合作的「深化」與「廣化」,擴大了相互之間在價值、規範、觀念、制度、政策的共通性,並減少彼此之間的相異性,也因而強化了此一機制的「集體」權力。另一方面,就外部的關係而言,會員國對外尋求共同利益的提升或共享價值的推廣,也需藉由內部集體力量的展現,達到其設定的目的,而外部關係的主要對象,除了傳統的主權國家外,也逐漸包涵了其他的區域主義。因此,規範性權力除了是歐盟本身因認知所形成的身份外,也是對外用以區別與其他角色或區域主義的識別。在實際案例方面,本研究計畫將特別著重在雙邊關係逐漸提升的歐亞兩大區域間互動,做為檢驗歐盟區域間主義的主要案例,以期對於區域間主義的理論面向、歐盟統合進程中角色特質與集體身份認同的建構、以及亞歐兩大區域的雙邊互動關係,提供理論基礎與政策實踐的雙重潛在貢獻。
    This research project is aimed at exploring the correlation and the mutual influence of regionalism and interregionalism in the case of the European Union’s relations with East Asia by focusing on EU’s normative power that has shaped its distinguishable “actorness” and has constructed its special identification, through its internal integration and external interaction with other regions. The exercise of its means and the construction of its identity depend upon both the academic discourse and policy practice of European integration. The internal and external process of this integration has further facilitated the EU’s special actorness. In terms of internal process, EU’s identification has transcended the commonly known national identity and has taken shape at the regional level. The participating nations of the integration have voluntarily or non-voluntarily joined the process of both “deepening” and “broadening” of policy cooperation. As a result, the discrepancy of values, norms, ideas, systems and policies has largely been diminished and the sense of collectiveness has been greatly reinforced. On the other hand, EU’s member states have long pursued the enhancement of common interests and the expansion of shared values in a collective way in dealing with traditional sovereign states as well as other regional institutions. Therefore, normative power has been not only a distinctive signifier of the EU but also a trademark for differentiating itself from others. Over all, this research project attempts to make potential contribution to both theoretic basis and policy practice in the fields of the academic discourse of interregionalism, the construction of identification and actorness of the European integration, and the interrelationship between the European Union and East Asia, by applying the theoretic analysis to the Asia-Europe Meeting, an ever closer region-to-region relations, as a case study in order enhance the understanding of interregionalism, the core of theoretic framework where this research project revolves around.
