    Title: 台灣地方派系理論與個案分析

    Abstract: 在有關政治發展的研究範疇（Scope）中，派系政治是一個相當值得研究的對象；而台灣的地方派系在台灣地區的各項選舉中，也呈現著一定的影響程度。在張茂桂 1986 年的研究中，若以「名稱」作為地方派系是否存在的認定標準而言，在 309 個鄉鎮市中，至少便有 459 個足以認定的單位；而這 459 個單位中，有 172 個單位是屬於「全縣型」派系。（張茂桂，1986：498）除台北市外，每一縣市皆擁有一個以上的派系。而根據申請人的研究中，發現台灣的地方派系在化分化合中，其總數目已達 116 個之多。（高永光，1997）從上述地方派系的研究中，派系與台灣政治發展關係的重要性不言可諭。然而截至目前為止，對於派系源起、形成、結構、動員，仍未能從既有研究中得到明確答案。譬如，從實際政治來看，民國八十五年國家發展會議中，朝野達成協議，將廢除鄉鎮市長選舉。支持這種變革的動因之一，是企圖稀釋派系與地方政的關係。然而，如果派系源起、發展與化分化合是與台灣經濟、社會、政治發展息息相關，則又豈是取消基層選舉所能達到的。從理論上來看，藉著派系與政治、經濟、社會關係的研究，可以更瞭解台灣地方派系獨特性、歷史性與結構性，並提供政治改革的理論基礎。從實務上來看，瞭解各縣市地方派系的發展，或許能對台灣地方政治發展，提供一個觀察的角度。相信這是本研究的價值所在。
