    Title: 中國電子製造業廠商生產效率-共同邊界模型之應用
    Efficiency of electronic manufacturing firms in China-An application of meta-frontier approach

    Abstract: 中國大陸近年來亮麗的經濟表現,讓世界有目共睹,而其背後的經濟成長趨動因素亦成為學界熱門的探討議題之一。本研究沿用Battese and Rao(2004)之共同生產邊界模型架構,將中國大陸畫分為七個區域:西北地區、西南地區、東北地區、華北地區、華中地區、華南地區、華東地區,並採用45,784筆廠商個體資料先以隨機邊界法進行各區域生產邊界估計,再以數理規劃法取得包絡群組生產邊界的共同邊界,並藉之計算技術效率。其中,生產模型納入勞動、資本、中間投入三個生產要素;而技術無效率模型中則納入政府持股、廠商開業年數、台港澳資持股比例、外資持股比例以進一步探討造成技術無效率的可能因素。

    實證結果發現,影響各地區技術無效率的因素各有不同,然而政府持股不約而同成為各區域顯著負面影響技術效率的因素。台港澳資亦為生產效率帶來負面效應、非台港澳之外資則僅在投資比例高的區域對生產效率產生顯著正面影響。而開業年數方面,本研究認為初期學習效果確實為技術效率帶來正面影響,但隨著年數增長,卻反而為技術效率帶來負面效果。技術效率方面,七個區域的技術效率估計值介於70.5%到94.1%之間,平均值為85.6%,其中以華東平均技術效率估計值最高、西南居次,其次依序為東北、華南、華北、西北、華中地區。最後,本研究將實證結果與中國之經濟發展背景與政策做一比對,並發現技術效率表現良好之區域多半受惠於當地本身豐厚的自然資源或早期政府政策;而技術效率表現較差的區域,亦吻合中國政府當局的發展政策,顯示其政策正是提升當地技術效率、並撫平中國區域發展不均的有力政策。
