    Description: 一、面對崛起的中國及周邊區域安全情勢，我們能否以嶄新理念思維，從戰略高度構思出新的「海洋事務活路措施」，以維護國家利益，並能永續經略海洋，造福全民，實賴國人共同構思卓見。二、政府施政未能展現氣魄，實因國人國家認同無法凝聚共識及政策無法延續，長期內耗與磨損，致使政策偏向隱誨。三、政府應敦請具資望之海軍耆宿與大陸政軍界關鍵人士洽談海洋事務合作範疇，以開啟兩岸海洋事務交流合作之濫觴。四、比照東沙環礁國家公園之設立；將南沙太平島周邊水域亦規劃為環礁國家公園，確維海洋權益；與對岸研議籌設區域共同搜救合作訓練事宜。五、依兩岸航運產業分工，確認我市場利基，營造轉運中心承擔「海峽西岸經濟區」航運支線之相關配套措施，擴大縱深，為台灣海洋事務謀求永續發展生機。
