Description:	滿清政府並沒有斷送外蒙古、南沙群島以及釣魚台列嶼。內外蒙古本是一體，原屬於中國固有疆域，自滿清以降，中國擁有外蒙古之主權已為歷史所不能否定之事實。政府重要功能之一，即在維護國家領土完整與政治獨立。今天吾人指責滿清政府割讓台灣之腐敗無能、喪權辱國，可是，滿清政府並沒有斷送外蒙古、南沙群島以及釣魚台列嶼。中華民國在國際法上繼承滿清政府統治下包括內外蒙古在內之中國領土。一九二四年中俄「解決懸案大綱協定」第五條規定：「蘇聯政府承認外蒙為完全中華民國之一部分，及尊重在該領土內中國之主權。」明確承認中國對外蒙古主權之事實。惟蘇聯對外蒙之野心從未稍戢，蘇聯在外蒙古之種種作為，屢屢侵犯中國主權，中國曾多次向蘇聯提出抗議。一九四五年二月四日至十一日，美英蘇三國領袖在雅爾達會議時，史達林堅持蘇聯對日作戰之條件之一為「外蒙古（蒙古人民共和國）現狀應予維持」。英美同意蘇聯之要求，將中國之外蒙、東北之中長鐵路，以及大連、旅順兩港口權益，即將帝俄時代之權利賦予蘇聯，並迫使中國簽訂「中蘇友好同盟條約」，接受此等條件。
