Abstract:	歷經30餘年改革開放政策的推展，為中國大陸帶來經濟的快速發展，但是在經濟發展過程中，卻也面臨轉折的關鍵時刻，以致經濟發展策略和政策必須進行大幅的調整。主要背景在於：第一，由於人民幣滙率升值，工資和生產成本的上漲，中國大陸的投資環境己出現明顯的變化，影響產業的發展。第二，2008年國際金融危機之後，國際經濟格局和外部環境已經發生廣泛而深刻的變化，對長期以來推動大陸經濟增長的外貿發展構成鉅大的壓力。第三，伴隨經濟的高速增長，中國大陸內部社會經濟情勢已出現新的發展，產生新的問題和挑戰，甚至可能陷入「中等收入陷阱」的風險，必須加以因應，以避免陷入發展的瓶頸。
