Abstract:	由於個人的研究領域主要是俄羅斯研究，而波海三國曾是蘇聯的加盟共和國，因此負責撰寫〈波海三國獨立公投之研析〉的部分。其實2004年2月28日所舉行的「牽手護台灣」活動，由台灣頭牽手到台灣尾的構想，就是源自波海三國。1989年8月23日波海三國提出「波羅的海之路」（Baltic Way）行動，三國各自的人民陣線團體號召二百萬民眾，以手牽手歌唱的方式，串成「人鏈」（human chain）連接三國首都，從愛沙尼亞（Estonia）首都塔林（Tallinn），經拉脫維亞（Latvia）首府里加（Riga），至立陶宛（Lithuania）的首城維爾紐斯（Vilnius）。此三個國家中，人口最多的就屬立陶宛，其人口有三百三十萬人，其次是拉脫維亞有二百二十萬人，最少的則是愛沙尼亞的一百三十萬人，三國的人口總數約六百八十萬人，卻有高達二百萬民眾願意站出來，宣示脫離蘇聯，以及獨立建國的決心。
