Title:	台日經貿策略聯盟之研究

Abstract:	戰後的台日經貿交流，依國際局勢的發展變遷可分為冷戰時期、後冷戰時期與區域經濟整合時期等三階段。冷戰結構下的台日經貿關係，乃是鑲嵌於美國的亞太戰略之中，屬於台美日三角貿易結構的一環。後冷戰時期，中國市場的快速成長與個人消費能力的提升，改變了台日間的垂直分工型態。到了區域經濟整合時期，台日經貿關係在東亞經貿整合的發展趨勢下，逐漸發展出制度化的策略聯盟關係。台日雙方在建構經貿策略聯盟時，一方面擁有長期且緊密的經貿關係、民主市場經濟的共同命運、社經文化發展的同質性等經濟共同利益；但也同時存在的雙方進出口貿易的失衡、中國市場上的競合關係、貿易保護政策的施行等經濟衝突利益。透過雙方的自我約束與制度化磋商，以經貿合作基礎的堅實化、經貿合作平台的常設化以及經貿合作架構的制度化為步驟階段，將可逐步朝向建構「台日經貿策略聯盟」的目標邁進。此一台日經貿策略聯盟所涵蓋的領域範圍，將會超越傳統的貿易概念，而朝向包括政治、外交、文化與安全保障領域的全方位交流發展。
