    Abstract: 1990年代以來,日本景氣低迷,許多人對於日本政府無法快速回應感到不滿,執政黨自由民主黨(以下簡稱自民黨)更成為最不受歡迎的政黨之一。通常,我們會預期當經濟不景氣、失業率持續攀升、人民對政府的信任度偏低時,是在野黨爭取執政的好機會。但是,儘管自民黨的支持率不高,卻仍然持續贏得選舉繼續執政。何以在民主國家,一個不受歡迎的政黨可以持續執政?更重要的是,為什麼反對黨無法利用人民對執政黨的不滿,取得執政的機會?是什麼因素阻礙了日本政黨間的競爭?這正是Democracy Without Competition inJapan所要回答的問題。
