    Title: 應用集群分析於營建工程空氣污染防治費徵收之研究

    Abstract: 台灣隨著經濟發展營建業的建設，帶來便利性，也帶來環境的污染，由營建工程所產生的空氣污染對生態環境有重大的危害，使得各國政府不斷加強空氣污染防制的立法。而為落實「污染者付費」的精神，行政院環境保護署開始徵收空氣污染防治費，由於空污費所徵收的費用均由各縣市地方政府用於改善當地的空氣品質，同時也配合各工廠由污染源之技術控制到增設空氣污染防制設備來進行污染減量。因此，本研究藉由各縣市空污費徵收的探討，據以瞭解台灣各縣市不同種類營建工程空氣污染防治費徵收狀況，並且依分析結果提出結論，其結論分述如下：：
    1. 宜蘭縣、彰化縣、南投縣、嘉義縣、屏東縣、澎湖縣和基隆市共7個縣市，其總體空污費於民國100年和101年間呈現下降趨勢。
    2. 新北市、台北市、台中市、台南市、高雄市、桃園縣、新竹縣、苗栗縣、雲林縣、嘉義縣、台東縣、花蓮縣、新竹市、嘉義市、金門縣、連江縣共15個縣市，其總體空污費於民國100年和101年間呈現上升趨勢。
    3. 宜蘭縣隧道空污費徵收於民國100年和101年間呈現下降趨勢。
    4. 花蓮縣隧道空污費徵收於民國100年和101年間呈現上升趨勢。
    5. 金門縣橋樑空污費徵收於民國100年和101年間呈現上升趨勢。
    6. 集群分析發現五都的空污費實收金額屬於中高金額分群。
