    Title: 購屋負擔能力、租屋負擔能力與住宅政策

    Abstract: 本研究以Gan and Hill (2009) 所提出之負擔風險法 (Affordability at Risk) 為分析模型架構,結合賸餘所得法 (residual income approach) 概念,分別探討台北市家戶單位購屋負擔能力及租屋負擔能力之變化,並比較各種政策對於不同所得分位家戶單位住宅負擔能力的影響,以模擬分析的方式判定何種政策能使低所得家庭獲得最多的幫助。
    就整體購買負擔能力而言,模擬分析結果顯示,以「興建合宜住宅」和「放寬貸款年限」的效果最為顯著;其次依序為「調降貸款利率」、「優惠房貸」與「房貸利息支出抵減」。其中「興建合宜住宅」政策對於十分位數中第一和第二分位家戶單位的政策效果不佳,究其原因是雖然合宜住宅是以低於市價的價格出售,但仍高於其所能負擔的價格水準,不過對於第三和第四分位的家戶單位則有相當大的幫助。此外,本研究假設所有家戶單位的貸款成數為七成,因此「提高貸款成數」的政策效果,須視家戶單位在未來是否有能力償還提高貸款成數後的本利和而定,無法保證一定能夠提升家戶單位的購買負擔能力。而「優惠房貸」政策於當年度貸款利率較高的情況下實施,對家戶單位的影響較為顯著。
    另一方面,在租屋負擔能力部分,相較於「提供社會住宅」及「租屋補貼」,「租屋租金支出抵減」的政策效果較小。由於第一分位家戶單位原先所能負擔得起的月租金價格已高於15,000元,所以當提供低於此租金水準的社會住宅時,家戶單位將可受到此政策的好處,改善租屋負擔能力,同時當政府所提供之社會住宅數量愈多時,家戶單位租屋負擔能力改善的幅度愈大。而租屋補貼則是在家庭原先能負擔的租金水準上,每月增加3600元的補貼,同樣能幫助家戶單位在市場上負擔更多比率的住宅。
