    Abstract: 台灣社會毒品日趨氾濫，民眾接觸毒品的機會也相對增加，使得民眾在毒癮的驅使及毒品販賣暴利的誘使之下，造成民眾產生藥物濫用的情況產生，進而鋌而走險犯罪之比例隨之日漸攀升。據法務部統計，目前台灣監獄約有近60%的罪犯與毒品犯罪有關，此一現象顯示毒品危害防制已成為國內治安當前最迫切需要解決的問題。同時，全球化運動也如火如荼地正在影響各國的地位和能力，各國的主權不再是零和賽局，國家的疆界與過去相比，正在不斷變得模糊，因此，在全球化之下，過去行政治理能力是在國家的範圍內行使權力，全球化的結果將形成新的「全球治理型態」的產生。在全球化之下，治理將隨著各國政府能力的表現而有不同。我國行政院在2006年7月開始在台灣各縣市政府積極設置地方毒品危害防制中心，亦受到全球化之影響而設置。 換言之，全球化可以定義為全球經濟性的形成，這是一種革命，使企業家能夠在世界任何地方籌募資金，藉著這些資金，利用世界任何地方的科技、通訊、管理與人力，在世界各個地方製造產品，賣給世界任何地方的顧客。綜合上述，提出本文觀點，首先，對於毒品防制政策之背景作一介紹。其次，探討全球治理之概念與範圍之界定。第三，接著討論我國地方毒品危害防制中心反毒政策防制與執行之重點為何？第四、分析我國毒品防制政策之機制建置所受到的全球治理的影響。換言之，全球治理對於我國縣市政府毒品危害防制中心是有其影響。最後，則是提出本文結論。
    According to the statistics of Ministry of Justice, it`s about 60% crime rare related with drug crime in Taiwan. These situations show us the drug abuse has been more and more serious issue in Taiwan. Besides, in the past experiences all the drug control policy was made by central government, and not made by local government. There will face the issue how the drug policy was executed by the local government. Therefore, since July 2006, there was twenty-five city/county governments have established "Drug Abuse Control Center" in Taiwan. This article focuses on the issue of drug abuse control. First, we briefly described the introduction of drug abuse control policy. Second, we will analysis the concept and scope of global governance: Third, we discussed the mechanism design of drug abuse control center in Taiwan. Fourth, how those countries` perspectives to impact on drug abuse control center in Taiwan. Finally, we made some suggestions and focus on the case of drug abuse control center.
