    Abstract: 弊端揭發人保護制度目前已逐漸成為美國政府防止公、私部門從事貪腐、違法及危害公共利益之行為的重要機制。完善的弊端揭發人保護制度可引導具有道德勇氣之組織成員旬正式管道來揭發弊端，而非以匿名方式透過媒體來揭弊，此將有助於降低因揭弊案對政府形象的傷害借鏡美國弊端揭發人保護法的經驗，設計一套完善且值得信任的弊端揭發人保護制度，將有助於防止公部門腐化，達到澄清吏治的目的；同時可使政府重獲人民的信任，進而提昇政府治理的正當性。
