雖然台灣已經進入高度政黨競爭的民主政治環境，但是對於如何搭配執政政府所需要的政務人力資源體系的設計，仍卻相當不足，觀念上常仍停留在威權政治時代的思考邏輯，學術界和實務界對這方面的研究非常少見。本文深信提供好的政務人力資源體系是任何政黨執政後必然面臨的迫切性需求課題，因此，本文進一步提供一個政治人力體系制度完整設計的見解，特別是政務職位類型化、薪資制度、服務倫理行為和退職制度等面向的討論。 Governments need to strengthen her governing ability in order to meet increasing challenges brought from globalization. The Civil Service is likely the major institution to enhance that ability. Based on the theory of strategic human resources management and of organizational competitive advantage, this paper argues that the civil service reform has to be strategy-focused where critical competencies, behaviors, attitudes and even beliefs of the civil service must be analytically identified and then addressed. The remainder of this paper therefore further discusses three issues. First, it points out areas of the vulnerabilities of Taiwan civil service`s competitiveness according to the assessment of the IMD and WEF. Secondly, three main reform strategy maps of the civil service competencies are proposed and fully discussed. Finally, this paper suggests several key public personnel policies and management systems shall be changed to achieve the goal of those proposed reform maps.
