    Title: 科技資訊評選準則分析

    Abstract: 科技發展可為產業創造出龐大經濟利益，提升人民生活水平，同時影響國家的競爭力，是以各國政府多會透過對國際重要科技政策與資訊的蒐集與解析，以強化自身科技政策品質。由於國際科技政策與資訊眾多，資訊供給者如何評選出符合資訊需求者所需的資訊，相關科技型智庫在資訊蒐集與政策擬定上扮演重要角色。為強化科技政策支援體系的能量，建立決策單位與智庫的合作機制，我國在2005年「全國科學技術會議」便提出健全科技政策體系策略，成立政策研究中心與科技政策研究論壇機制，擴大民間參與政策研究，並建議應有固定任務編組的智庫擔任科技政策分析與相關資料蒐集，建立政策知識庫。本研究為國內首次在單一個案下，針對情報資訊品質的評選架構所進行的研究。透過文獻探討與專家訪談的方式，本研究運用層級分析法(Analytical Hierarchy Process, AHP)建構科技政策資訊評選架構，該架構從情報資訊取得、資訊時效、資訊內容與資訊表達四個面向來評定資訊品質，就政策分析或資訊管理領域上，提供一個完整政策資訊評選準則；本研究同時比較國內科技政策決策單位、智庫以及學界專家對於該評選指標權重的差異，並審視相關智庫所產出的科技資訊情報是否具備指標性，本研究結果顯示產、官、學等之間的看法確實有差異，由於我國科技政策制定機制囊括產、官、學等專家參與，這個問題應該要加以重視。綜合文獻資料與分析結果，本研究進一步指出，配合政府組織改造，未來我國科技政策支援體系的發展，需成立具備全球情報研析的功能的專責單位，針對我國科技會議結論或各部會執行相關政策方向，就國際整體政策面、產業面、技術面情報資訊深入剖析，同時對照我國政策目標與產業趨勢，提出最利於我國科技政策發展具體策略，作為政府科技決策制定的重要參考依據。
