Title:	揭開浮濫徵之謎

Abstract:	我國的土地徵收向來相當浮濫，近日來竹南大埔、二林相思寮、後龍灣寶、竹東二重埔、竹北璞玉計畫、東北角田寮洋…等徵收案，充分顯現了這種現象。政府為何輕易啟動土地徵收？眾所皆知，我國政府是負債累累，財政問題相當的嚴重，但是地方建設又是勢在必行，那麼，建設所需的經費要從何而來？土地利用計畫變更、工業區開發及土地徵收就演變成為地方政府的重要業務，因為彼等能夠為政府創造財政收入，也就是說，地方政府透過土地開發（或炒作），獲得地方財政的部份挹注。
