    Title: ECFA、早期收穫清單及後ECFA時代之研析

    Abstract: 十年來，東亞地區從 5 個生效的區域貿易協定增至 45 個，東亞區域整合發展迅速，而台灣完全被排除在外。面對五個東協加一成立的挑戰，政府提出與中國大陸簽署兩岸經濟協議(ECFA)的兩岸經貿政策，迄今已進行三次協商，ECFA 將是今(2010)年政府最受民眾關注的政策之一。 ECFA 包括序言及五個章節，其中早期收穫清單內容最受各界注重，蓋因其內容將會直接影響到台灣經濟。目前台灣所規劃的早期收穫清單共計 687 項，包括受衝擊產品 439 項、內需商機產品 229 項，以及潛力產品 19 項。在談判中，項目刪減原則建議為以受衝擊產品產業類別項目作為優先項目，若要在 439 項再進行刪減，則建議將台灣與東協及韓國同樣都是中國大陸前五大進口國、且與其產品已產生稅差的產品列為台灣早期收穫清單最優先項目，共 318 項。另中國大陸提出的早期收穫清單原則，基本上以台灣進口較多、台灣關稅高於 3%者、對大陸產業利益較大的項目為主要考量，可能提出的早期收穫清單包含 442 項，其中以台灣限制進口中國大陸產品清單 377 項為主要項目。ECFA 簽署完成後，面對後 ECFA 時代，仍有許多工作要積極進行，包括協助受衝擊的產業進行調整與救濟、儘快進行實質的貿易及投資自由化的協商、儘速進行服務業貿易開放之相關研究、進一步與台灣的主要貿易夥伴及主要國家進行經濟合作，以及進一步結合兩岸經濟合作策略、台灣重點發展產業以及發展台灣品牌策略等。
