Abstract:	美國社會福利制度在1960年代至1980年之間蓬勃發展，但是，大事擴張的結果也種下日後引發改革的爭議。雷根政府下的社會福利改革聲潮以趨向志願主義(volunteerism)、私有化(privatization)和地方分權化(de-centralization)為主。本文係就社會福利改革趨勢中的私有化深入探討－－私有化的意識形態、私有化可能的優點以及常見的缺失，希望從正、反兩面的探討對私有化有較清楚的認識。作者並非福利私有化的倡導者，只是希望從美國社會福利改革中取得借鏡。本文另提出一些建議以作為我國在福利私有化的參考。
