    Title: 公共支出能創造生產力嗎?以中國製造業為例

    Abstract: 本文利用 2001 到 2005 年規模以上中國製造業數據及縣級財政收支資料,研究公共支出對企業生產力的影響。首先以 Olley and Pakes (1996) 的三階段模型衡量生產力,進而結合 Aschauer (1989a) 模型研究公共支出對估計生產力的影響,發現在大多數的產業中,私有企業的生產力會高於國有企業的生產力,有鑑於國有企業與私有企業先天上的不同,因此分別研究政府增加公共支出對兩者企業生產力的影響。實證結果顯示,在私有企業的觀察值中,大多數的公共支出變數對生產力有顯著的影響,而在國有企業的樣本下,影響並不顯著,因此進一步在迴歸模型中加入對企業生產力高度相關的研究發展費用,發現研究發展費用對國有企業與私有企業生產力皆有顯著且正向的影響,並使大多數的公共支出轉為不顯著,顯示研究發展費用才是提升企業生產力最重要的因素,中國政府採用增加公共支出的擴張性財政政策對製造業生產力的影響不大。另外,加入研究發展費用後,國有企業的基礎建設支出對生產力有顯著的正向影響,在私有企業的觀察值中卻無此結果,證明了中國政府對國有企業扶植的注重。
