    Title: 建構「台灣」──以台灣省行政長官公署宣傳委員之宣傳策略與論述為例

    Abstract: 本研究係針對特殊時代之下的宣傳機關： 台灣省行政長官公署宣傳委員會做一探討， 旨在探索其如何闡述台灣以讓「祖國」人士理解台灣之面目？ 再者， 其宣傳策略為何？本研究發現， 就宣傳策略而言， 宣傳委員會著重於：（ 一） 禁用日語， 取締「有毒」之日語圖書；（ 二） 施行新聞雜誌許可制；（ 三） 設置政令宣導人員。其透過對於圖書出版、電影戲劇、新聞廣播以及政令宣導之控制， 依台灣省行政長官陳儀之意志，進行對台灣民眾之「教育」，一方面宣導祖國文化之優良，一方面抨擊日本文化之卑劣， 由其發布之公告、通知或規定等， 可知宣傳委員會並未如主任委員夏濤聲所言， 肩負起「調洽輿情」之功能。而就建構「台灣」方面，「台人日本化之惡」以及「被日帝虐害的形象」依舊處於準備接收階段時，行政長官陳儀所抱持之「台人奴化論」，因而認定台人必須「再教育」、「再宣傳」，且因為語言隔閡之故，台灣人往往被省外人士揶揄。此外， 過於強調被日帝虐害的結果， 台灣人民聲音被忽略， 甚且當有台人對於時政之抗議， 皆可推諉為日人教育之遺毒， 終致導致省外與本省人士之間的齟齬。
