Title:	網路動員與青年公民參與：以PTT鄉民救災團為例

Abstract:	本研究以PTT鄉民救災團為研究個案，初探數位時代下，網路動員的型態，側重網路動員的行動特徵、與線上／下的互動。其次，省思當代媒體環境如何與青年的公民實踐交相影響，懸置青年之於公民行動的解讀，通過深度訪談，梳理青年的參與動機與行動價值，並歸納青年的行動特色。本文兼採看板資訊田野觀察法與深度訪談法，共訪談7名幹部，2名上班族，其餘均為學生，帄均年齡為25歲。研究發現，網路動員的行動特色，基於PTT的帄台條件、互動的傳播環境與參與行動門檻降低，擴大動員規模，體現集體智能對組織運作的效益。但電腦中介溝通環境的限制，衍生線上溝通齟齬；反之，線下的組織協商較好、關係也較亦延續。其次，青年參與與行動詮釋上，參與動機複合多重條件，肯定集體網友的行動成果，拒斥成為救援英雄，視其為個人對社會的責任，得證PTT救災鄉民團實為青年公民實踐。最後歸納青年行動特徵有四，包括短暫的激情、高度機動性、嫻熟傳播科技工具與習於鬆散之多重社會關係。
